Seriously? I always interpreted his mouth opening as a sign of shock and upsetness. I never thought he was actually saying anything. Amyone got a copy of the screenplay?

well you can’t actually hear him say anything. But it really looks as though he’s starting to say “I” and then gives up. 

I always thought that he was continuing what he was going to tell her on that godforsaken beach. His last words were “Rose Tyler…” Then, he looked like he was going to say “I love you.” But, he stopped himself before he could get the “I” out because what would it even matter? He had lost her. She’d never hear it, and it would hurt him more to actually admit it aloud with knowing that he could never see her again.

Oh God. His face though. He looks so lost and upset. I can’t.
